Energy security for Poland
Poland will ensure energy security when the import of liquefied natural gas via sea starts. The LNG terminal in Świnoujście will be capable to receive an amount of gas equal to a third of annual domestic demand and when its capacity increases from 5 to 7.5 billion cubic meters a year – the supply will satisfy almost half of the demand.
Liquefied natural gas will be imported from various regions of the world which is a common practice of Western European countries. By building their own LNG import terminals, these countries ensured freedom of choice of the supplier. Three major EU importers – Spain, France and the UK – each cooperate with several suppliers: Spain – twelve, France – eleven. This is not the case in Central and East European countries which import gas via pipelines. Countries such as Slovakia, Lithuania and Estonia have only one supplier each which results in full dependence.
LNG terminals work as safety buffers which is why their capacities may not always be used in full. There is a margin of free capacity which can be used in emergency situations. For instance, in 2011, the UK’s LNG import potential was used in 47%, and in France – in 58%. Needless to say, the use of LNG terminals also depends on gas prices (importer may expect lower ratings of this commodity and wait for a more favourable economic situation) and on the season. Similar mechanisms will apply in the LNG terminal in Świnoujście.
Poland decided to build the LNG terminal in Świnoujście mainly for strategic reasons – the facility will allow diversification of national gas supplies. Therefore, Poland will be able to develop its gas-based energy industry, modernise the chemical and fertilizer industry as well as expand transport using the advantages of LNG fuel. It will be easier and safer to enhance the development of ambitious economic plans.
Owing to the LNG terminal in Świnoujście, will improve energy security of Poland and our region in Europe which so far has used supplies mainly from one direction. The surplus of gas fuel from our LNG terminal may be transported to the Baltic countries.
